Settings -> Ticket List Settings link does not work

Description

When navigating to the settings page from the Admin CP -> Settings -> Ticket List Settings the settings page will hang and not load properly.

This is because Kayako's code does not currently support loading of custom functions for setting population when navigating from this path. Using the other path to the settings page works as expected (Admin CP -> Ticket List -> Settings)
