Not receiving SMS

Description
I've followed instructions precisely but SMS notifications aren't being sent. There's also nothing out-of-the-ordinary in logs and Clickatell doesn't register usage of my trial credits. What I did:
- Registered for a dev account with Clickatell
- Entered 7-digit API ID, username and password into sms_api.php and put it in the webroot (var/www/support_test)
- Backed-up /var/www/support_test/__apps/tickets/library/Notification/class.SWIFT_TicketNotification.php and replaced with the one provided
- Created a Notification in the Staff area triggered by "New ticket created" with the email address "sms@sms.local"
- Checked my user as a full cell number with country code
- Created a new ticket
