Multiple issues created if Save button clicked more than once

Description
When you select the Create a new issue in Jira button, in the following screen the Save button is not disabled when you submit. As a result clicking it multiple times creates multiple issues. This is complicated by the fact there's no real visual indicator that you clicked the save button, causing users more often than not to create duplicate issues.
