Editor not showing up when replicating environment

Description
Hi everyone,
For testing an upgrade (from 4.69 to 4.70.2), I have used a backup (v4.6.9) from Production environment (production.example.com) to restore a Testing environment (test.example.com). When completed, the WYSIWYG Editor (v2.7.6) doesn't show at all in "Reply" context. I have tried the following:
- Clearing caches (server and browser).
- Uninstalling and reinstalling CustomTweaks.
- Uninstalling CustomTweaks completely, and installing the latest version (2.8.14).
Yet, the editor doesn't show up. I have also noticed that when accessing a particular ticket (http://test.example.com/staff/index.php?/Tickets/Ticket/View/12345/inbox/-1/-1/-1), the Tabs are not displayed as a bar of buttons, but as a bulleted list instead (see attachment); and the mouse pointer becomes a running wheel indefinitely:
However, if installing CustomTweaks in a brand new site, it works just as expected.
Any clues?
